Lipson, Roberta

Ms. Lipson has more than 30 years of experience in various aspects of the healthcare industry including pharmaceuticals, capital medical equipment and consumable products marketing and distribution, and hospital management. Since she co-founded Chindex in 1981, the company has grown to become the premier American healthcare company in China. She has been the creative force behind the United Family Healthcare concept, and has been central to the development and implementation of the world-class hospital and clinic network. Ms. Lipson is a member of the Board of Directors of the company.
Ms. Lipson is an expert in many aspects of health care in China and has shared this expertise in many forums. She has authored articles and often speaks on issues related to the healthcare industry in China. An active member of the business community in Beijing for over 30 years, she has served on the Board of Governors of AmCham-China and on the Board of Directors of the U.S.-China Business Council, and Chairs the Board of the United Foundation for Children’s Health. She holds an MBA from Columbia University and a BA in History from Brandeis University.

Pemble, Lawrence

Chief Operating Officer

Mr. Pemble joined the Company in 1984 and has served as Executive Vice President and Chief Financial Officer since January 1996. Mr. Pemble is a member of the Board of Directors of the company.
Prior to joining the Company, Mr. Pemble was employed by China Books and Periodicals, Inc. as Manager, East Coast Center. Mr. Pemble holds a BS in Business and Accounting from the University of Phoenix and BA in Chinese Studies and Linguistics from the State University of New York at Albany and an MBA from the University of Michigan.

Silverberg, Elyse Beth

Ms. Silverberg began her career in China at the newly opened office of the National Council for US-China Trade. Subsequently she spent two years at the Beijing office of Sobin Chemicals and in 1981 together with her friend and colleague Roberta Lipson, co-founded Chindex International. She has served as Executive Vice President since the founding of the company. Ms. Silverberg is also the Chief Operating Officer of Chindex Medical Limited, the joint venture company established with FosunPharma in 2010. Ms. Silverberg is a member of the Board of Directors of the company.
Ms. Silverberg graduated Phi Beta Kappa and Summa Cum Laude from SUNY Albany where she earned her degree with a double major in Chinese Studies and History. She has also studied at the Beijing Language Institute and Peking University. Ms. Silverberg is an active community member in Beijing and has previously served as Chairman of the Board of the International School of Beijing and was a co-founder of the Board of the Kehilat Beijing and is a Director of the Sino-Judaic Society.

Fulton, Daniel

Vice President, Information Technology Services

As Vice-President of Information
Technology Services, Mr. Fulton is responsible for all aspects of
corporate-wide information technology strategy and the management
of information systems' operations. Mr. Fulton joined Chindex in
2004. Prior to joining Chindex, Mr. Fulton served for over 5 years
as China Manager in the Information Systems and Services division
of Delphi Automotive Systems. Before coming to China, Mr. Fulton
was a consultant with MILS & Associates. Mr. Fulton holds an
MBA from the University of South Carolina and a Bachelor of Science
degree from Mississippi College. He speaks Chinese fluently.

Low, Robert

Senior Vice President, Finance and Chief Financial Officer
|
Mr. Low joined Chindex in September 2008 as Vice President, Finance and, since November 2008, he has also served as Chief Accounting Officer and Corporate Controller. Prior to joining Chindex, Mr. Low was Vice President, Chief Financial Officer and Treasurer of MiddleBrook Pharmaceuticals, Inc. Before joining MiddleBrook in 2003, he was senior vice president and corporate controller of American Medical Laboratories, Inc., and a divisional controller for Quest Diagnostics Incorporated.
Mr. Low’s international experience includes five years in London, England, where he served as Chief Financial Officer of M.W. Kellogg Limited. Mr. Low began his career as an auditor at Arthur Andersen & Co., where he spent approximately nine years in public accounting. He received his M.B.A. in Finance from the University of Houston and B.A. in Economics from the University of Pennsylvania. Mr. Low is a Certified Public Accountant.

Stryker, Walter

Senior Vice President, China Administration
|
Mr. Stryker joined Chindex in 1985. He is responsible for providing administrative services for the corporate entities in China. Initially a Product Manager for sales of capital medical equipment, from 1988 to 1998 he served as Medical Equipment Department Manager overseeing nationwide sales and marketing. As Senior Vice President he coordinates and directs the human resource, administrative, policy-making, regulatory and compliance functions for the China operations. A graduate of the State University of New York at Albany, Mr. Stryker's studies focused on political science and Chinese culture and language. In 1980-1981 he spent a year in post-graduate study at Nanjing University in China, and continued language study at Columbia University in New York City from 1982 to 1985. Mr. Stryker has lived in China continuously since 1985 and is fluent in written and spoken Mandarin Chinese. He is a member of the American Chamber of Commerce in China and is active in community events in Beijing.

Xue, Walter

Senior Vice President, Finance and Controller, China
|
Mr. Xue joined Chindex in 1996. His initial role was Financial Manager, with subsequent promotion to Financial Controller (China). In April 2004 he was appointed to the position of Vice President for Finance and Controller (China). In January 2011 he was appointed to his
current position of Senior Vice President, Finance and Controller (China).
During his career at Chindex, Mr. Xue has been responsible for all finance functions
in mainland China for Chindex China-based entities, including the accounting operation,
cash management, the management of the minority investment, all tax management
(including global tax planning), and audit issues.
Prior to joining Chindex, Mr. Xue worked in the Beijing Jinglan Hotel as Financial Manager from 1991 to 1993. From 1993 to 1996, he served as Financial Manager and Financial Director for the PSI Company and ASI Company respectively.
He graduated from Beijing Commercial University with a B.A. in accounting in 1990 and holds
an MBA from Rutgers University.

Emery Ray Brautigan is General Manager of the Shanghai Market for UFH. Emery was born and raised in Tulsa, Oklahoma and received a Bachelors Degree in Finance from the University of Texas and a Masters in Healthcare Administration from Loma Linda University. Emery has over 15 years of comprehensive healthcare experience working in US hospitals as a CFO, COO and CEO.

Carlson, Alex

Vice President, Revenue Operations

Mr. Carlson joined UFH in
2006 and is responsible for overseeing Revenue Cycle Operations policies, budgeting,
investment decision support, billing and collections policies and performance
and third party payer relationships. A graduate of the University of
Colorado Leeds School of Business and College of Arts & Sciences, Mr.
Carlson holds a BBA degree in Finance and a BA degree in Chinese Language and
Literature. Mr. Carlson spent a year studying at Peking
University from 2002 – 2003 and
has lived in China
working in the finance sector since 2004. He is fluent in Mandarin
Chinese.

Johnson, Brent

Vice President, UFH Group Services
|
Brent Johnson is Vice President UFH Group Services. His role at UFH is to manage and integrate group level services to the markets, develop processes and systems for bridging between new projects and fully operational facilities, and to assist with the work of the UFH President’s office. Although from a small town in western Nebraska, Brent has spent most of his life outside of the USA. Starting, running, and growing companies has been a passion since college days when he balanced full-time classes with a full-time business launch. Having now been involved in more than a dozen start-ups -- most of them in China -- his particular contribution is to operations management and managerial leadership development. Brent first came to China in 1990 when he studied Chinese language at Shanxi University. He holds a B.A. in Chinese History and an M.A. in East Asian Languages and Cultures. He also earned certifications as an Emergency Medical Technician in Nebraska and South Carolina and worked in EMS in both places.

Kahn, Alan

Alan Kahn is UFH Vice President, Marketing and Communications, with duties that include evaluating current and future market trends and opportunities, strategic planning, coaching, counseling and managing group marketing resources. Alan first came to China in 1991, consistently providing strategic counsel to increase corporate value for scores of Fortune® 500 companies and Chinese top brands across industries, such as Motorola, Google, GE Healthcare, Siemens, Unilever, Intel, BP, Morgan-Stanley, LeNovo, TCL, Li Ning, to name a few. His deep experience includes leading his own successful Beijing-based communications consultancy called Kahn and Associates, serving as Asia-Pacific Regional Manager for global PR giant Burson-Marsteller, acting as China Chief Representative for The Hoffman Agency, and serving as Business Manager of the US-China Business Council in Washington, DC. With approximately 20 years of corporate communications, training, and marketing experience in Asia, Alan is highly skilled in communications management, media relations, marketing strategy, effective brand building, public affairs, crisis management, interactive messaging, and a range of other key communications capabilities. Alan received his MA in International Affairs from American University in Washington, DC and his BA, Political-Science, from the State University of New York. He is fully fluent in Mandarin Chinese.

Pan, Sylvia

Sylvia Pan has been General Manager of the United Family Hospitals (UFH) Beijing Market since July 2008 and has been part of the Chindex organization since 1996. Sylvia received her Bachelor’s degree from Xiangtan University in 1991 and completed her MBA degree at Guanghua Management School, Peking University in 2001. She finished a second Master’s degree in Healthcare Business Administration at the University of Colorado in 2004.

Rutstein, David, M.D.

Vice President, Medical Affairs
|
David Rutstein, MD, MPH is the Vice President for Medical Affairs. As such, he is responsible for leading and developing the medical staff throughout the United Family Healthcare (UFH) system. As a senior health executive, public health expert and clinician, he has created and led innovative clinical, administrative, management, emergency response and executive level teams and organizations during a 24 year career in the United States government. Prior to joining UFH in 2011, Dr. Rutstein retired from the United States government where he held the rank of Rear Admiral in the U.S. Public Health Service and served as the Deputy Surgeon General of the United States.
Dr. Rutstein received his medical degree from Brown University, his Master of Public Health degree from Johns Hopkins School of Public Health, is certified by the American Board of Family Medicine and has received numerous honors and awards from both the public and private sectors.

Shen, Xiao Yan

Chief Nursing Officer

Shen Xiao Yan is the Vice President of the UFH Nursing Administrative Office. She is responsible for nursing administrative issues group-wide, focusing on UFH nursing professional development, establishing nursing policy and procedures based on JCI standards, standardizing nursing training, nursing staff retention and recruiting etc. Shen was trained in China, and has training experience in the USA. She has worked in nursing for 28 years, including 5 year overseas working experience in the UAE. She was promoted as nursing leader in UFH after 6 month of her employment in BJU.

Xie, Ming

Senior Vice President, Hospital Systems Development

Xie Ming is the Senior Vice President of UFH for Hospital System Development and his current position includes responsibility for leadership and management team of the hospital development of UFH. Xie Ming joined Chindex in May 1994 and transferred to the United Family Hospital in December 2005. Xie Ming has over 15 years of healthcare management and hospital investment experience. Xie Ming has his MBA from Fordham University.

Leung, Wai Ho

Vice President, Medical Diagnostic and Imaging Products

Wai
Ho Leung joined Chindex in February 2007 as Vice President of Medical
Diagnostic and Imaging Products. In this role he oversees the
Ultrasound, Women’s Health, Aesthetic Laser and Advanced Imaging
Workstation product groups as well as government Loan business. Mr.
Leung also serves as General Manager of Chindex Hong Kong, Ltd.,
managing the overall operation in Hong Kong.
Prior to Chindex, he spent 18 years with the Kodak Co., working in the company’s Hong Kong and Shanghai offices in the Professional Imaging Division and then the Health Imaging Division, holding several senior marketing and sales positions. His last posts in Kodak included Assistant General Manager in the Greater China Region, and Business Manager in the Greater Asia Region
Wai Ho holds a Bachelor degree in Electrical Engineering from the Imperial College of Science and Technology, London, England and an EMBA from China European International Business School, Shanghai, China.

Zakreski, Judy

Vice President, US Operations

Ms. Zakreski joined Chindex in 1994. She is responsible for the company’s US-based export, business development, regulatory, and U.S. administration operations as well as the company's Germany-based operations. Prior to her current position, Ms. Zakreski served as Chindex’s Manager of Business Development for eight years
Over the years she has been involved in many aspects of the company's healthcare businesses, from managing the sale of equipment to China including through Export-Import Bank and other ECA-sponsored programs, to assisting in the planning and establishment of Chindex's hospitals. She has published and spoken on various topics related to the logistics of selling healthcare products in China.
Ms. Zakreski holds a BA in International Studies from American University and an MA in International Commerce and Policy from George Mason University . She speaks Mandarin Chinese.

Zhang, Pin Qing

Vice President, Technical Service
|
Mr. Zhang joined Chindex in 1994, initially as salesperson for medical equipment. Since 1995, he has been in charge of the Technical Service Department and Service Bonded Warehouse. His department provides pre-sales consultantation and after-sales service of medical instrumentation to a customer base of over 2000 hospitals in China.
Prior to joining Chindex, Mr. Zhang worked in the Siemens Medical Engineering Beijing Representative Office as an Executive Engineer from 1988-1993, and at the Chinese Academy of Medical Sciences as a Biomedical Engineer from 1984-1988.
He graduated from Xi'an Jiaotong University with B.A. in Electrical Engineering on 1982.
